[TYPO3-core] RFC: Feature #15988: Refactor TCA definitions of table pages

Problem:
The TCA definitions of the table pages are located in t3lib/stddb/ and
typo3/sysext/cms/. Since this page has no dynamicConfigFile set, it is
not possible to load information concerning the columns dynamically by
t3lib_div::loadTCA().

Solution:
Since the "cms" extension is mandatory for TYPO3, all definitions are
moved to the stddb section.

Notes:
This patch was created during the TYPO3 Code Sprint Stuttgart #T3CSS10.
