[TYPO3-core] RFC #15959 media element has problems with spaces in path

Hi,

This is a SVN patch request.

Problem: Adding a file name with space to the multimedia content element
puts the urlencoded path into the file field. In the file evaluation the
path is not decoded and the file is not found.

Solution: add decodeurl calls.

How to test: add a file with spaces to media element, that should not be
treated as swf.
