A small summary might be useful:

Before this patch the content elements which were copied from the 
default language were not hidden, so immediately visible in the 
frontend. This was altered by setting hideAtCopy to TRUE for tt_content.

The result was that editors which hadn't set the checkbox "show hidden 
content elements" didn't see the copied content. So the default for this 
checkbox is now "on".

The check for the workspace was already there, only CGL spaces were 
added plus the check for the state of the checkbox in BE_USER->uc.

Now making copies of content elements behaves like making copies of 
pages (which are also hidden initially).
