Problem:

When enabling the admin panel a php error is thrown:

Fatal error: Call to undefined function hmtlspecialchars() in 
typo3/sysext/cms/tslib/class.tslib_adminpanel.php on line 402

Solution:
Fix the TYPO in the code, see attached patch
