[TYPO3-core] RFC #15970 file_edit: add hooks to mutate the output

Problem: 
To implement the t3editor in the fileadmin/file_edit a hook to alter the 
file_edit output is needed.
 
Solution: 
Add two hooks, before and after processing the output
