[TYPO3-core] RFC #16443: FAL Hooks

Hi folks,

This is an SVN patch request.

Problem:
FAL needs two hooks (so far)
In particular:
a) hook to modify the rootline after it has been overlayed (child of 16459)
b) hook to modify the DB Icons in TCEForms

Solution:
See attached hooks
Beware: tslib_content_content will need patch 16459 to work
