[TYPO3-core] RFC #16613: Bug: CleanUp alt_db_navframe.php to work with new workspaces module

Problem:
The NavTree references the old WS Module which results in 404 - Fix 
it... Furthermore some Cleanup in the has been done, removing 
superfluous stuff.
