[TYPO3-core] RFC #16583: Bug: Localization overview has no color-coded status anymore

Problem:
The Localization overview (in Web > Info) used to show color codes 
depending on the status of the various translations (i.e. green when 
translation exists, red when translation does not exist or is not 
allowed and grey if fallback is allowed). These statuses correspond to 
the following classes: "c-ok", "c-blocked" and "c-fallback". Furthermore 
the vertical separators were also lost (see screenshots, pre-4.4, before 
the patch and after the patch).

This color-coding information was lost with the new skin.

Solution:
Add the necessary styles to t3skin.

Notes:
With the Skin Team, it was decided to use the colors from the Flash 
message. However the opinion of the UI Team was also requested. After 
discussion in the Skin Team tracker, we decided to go ahead with the 
patch as presented here, so that the color-coding functionality is 
restored. If the UI Team decides that other colors should be used, it 
will be a separate RFC.
