[TYPO3-core] RFC #16573: Bug: Register count_MENUOBJ is not properly initialized

Here comes v2 after discussions in the IRC channel. An early 
initialization was missing which meant that count_MENUOBJ was starting 
where any previous MENU object left off. Due to the refactoring of 
tslib_content, the new version of this patch comes in Trunk and 4.4/4.3 
variants.
