[TYPO3-core] RFC #15668: Bug: TYPO3 Backend should display flags for translations as sprite icons

Hi,

it seems that this patch changed the way how the Flags are referenced. 
In old installations the files are referenced with their full filename 
e.g. "dk.gif" - new the flags are referenced with their key e.g. "dk".

Did you consider that a upgrade-wizard might be needed to make sure that 
installations don't loose their flags during the upgrade?
