[TYPO3-core] RFC #7942: Enable UTF-8 by default

hey,

I noticed that the "Next" buttons where missing the update wizard.
this was due to a wrong comparison of boolean true with the number 2 
(which is always true).

committed the attached patch as follow-up to trunk rev 9491
