[TYPO3-core] RFC #16459 Add uid of overlay record to rootline

Hi folks,

This is an SVN patch request.

Problem:
Right now there is now way within the rootline to determine the uid of 
its language overlay record.
I suggest having the uid being added in the overlay row for usage in FAL 
e.g.
This solution is a rather minor change to the core and it spares us DB 
queries a lot...
