[TYPO3-core] RFC #7942: Enable UTF-8 by default

Hey,

attached is Michael's patch which takes a lot of the comments into
account. However one part in the Upgrade Wizard is still missing (is
commented out right now).

Unfortunately, I'll be offline for now (no internet at home these
days...), so I hope somebody else can get this patch in for beta1.
