[TYPO3-core] RFC: #16350: Feature: Enhance IRRE to allow new records to not only appear at the bottom

Hi,

here is v2 which takes the request for an "auto" setting from 
http://bugs.typo3.org/view.php?id=16264 into account.

When newRecordPosition is set to "auto" the new record appears at the 
position of the button. This e.g. enhances the setting 
levelLinksPosition "both".

See new extTables_v2.txt for an example configuration of irre_tutorial 
(current version from 13.11.)

I changed the topic of this RFC to comply with the added feature.
