[TYPO3-core] RFC #16421: Bug: missing CSS style for pressed buttons in ExtJS - no brain

Hi,

i take the chance and fixed 2 ExtJs related nobrainers within this one:

* there was a margin added to toolbars which lead to wrong calculation
* quicktips need to be enabled in backend to allow usage of qtip
