[TYPO3-core] RFC: #16420: TYPO3 misses a Linkvalidator module

Problem:
TYPO3 Core doesn't provide any mechanism to help correct missing or 
broken links. It simply just don't render them silently if it's an 
internal page for example without anyone being aware.

Solution:
This extension provides a way to report broken links or missing files in 
a TYPO3 installation. It's a sub-module of the “Info Module” to make it 
available to Editors.

Features :
*Can check all kind of links; internal, external and file links
*Looks inside headers, bodytext,
*Just-in-time and Scheduler support
*Can send email reports (templatable)
*Provide hooks to check special links like those from extension 
"linkhandler"
*Manual included with TS reference.
