[TYPO3-core] RFC: #16310: Migrate regular workspaces to custom-stage workspaces

Problem:
Since workspaces in 4.5 use custom stages the old workspaces need to be 
migrated to keep their "Review" stage as custom stage.

Solution:
The attached patch implements the necessary steps into the existing 
migration-script.

Additional information:
This request is made on the behalf of the workspace-team.

The migration-script is added to the existing workspace migration script 
to avoid that there are too many of those scripts in the install tool - 
otherwise we'd end up having 3 workspace migration scripts within 4.5.
