Not answering on behalf of Stefano but:

Given a DB server you don't have control over. (shared hosting etc)
MySQL allows to set various parameters per connection.

(Scope "Both" + "Session")
Why would you want to drop a possibility to manipulate at least a small
subset of DBMS settings in such use case?
