[TYPO3-core] RFC: #16320: Prepare userauthgroup to support custom staging

Problem:
t3lib_userauthgroup::workspaceCheckStageForCurrent() is used determine 
whether a workspace-stage is allowed for a user or not -
Since the workspace extension implements the concept of custom stages 
this method needs to be adjusted to support those too.

Solution:
The attached patch adds support for them to workspaceCheckStageForCurrent()

Additional information:
This request is made on the behalf of the workspace-team.

This RFC depends on the resolution of #16247 and parts of #16247 depend 
on this one therefore it's made in advance.
