[TYPO3-core] RFC: #16311: move workspace-selector to sysext workspaces

Problem:
The workspace-selector will be moved to sysext workspaces, therefore all 
core-references can be removed.

Solution:
The attached patch removes the selector from the core - once the sysext 
"workspace" is added it will be there again - trust me ;).

Additional information:
This request is made on the behalf of the workspace-team.

This RFC depends on the resolution of #16247 and parts of #16247 depend 
on this one therefore it's made in advance.
