[TYPO3-core] RFC: #16307: Remove Workspace Module and Autopublishing from the system extension Version

Problem:
Since the workspace-team is going to add "workspaces" (#16247) as new 
sysext the autopublishtask and workspace-module parts can be remove from 
sysext "version"

Solution:
The attached patch removes the relevant parts from ext_localhost.php and 
ext_tables.php to both module and task don't show up anymore - the files 
are not removed as a separate RFC.

Additional information:
This request is made on the behalf of the workspace-team.

This RFC depends on the resolution of #16247 and parts of #16247 depend 
on this one therefore it's made in advance.
