[TYPO3-core] RFC #0016347: rtehtml creates warnings

Problem:
The foreach loop In EXT:rtehtmlarea/ext_tables.php icreates warnings 
because is not always an array.

Solution:
Check if $TYPO3_CONF_VARS['EXTCONF'][$_EXTKEY]['plugins'] is an array 
before

Notes:
Intendation in patch is not done on purpose, so that is easier to spot 
the two lines, that were added.
