[TYPO3-core] RFC #16334: Make FlexForms editable via TSConfig and group access lists

Hi Kai,

first welcome on this list and congrats for your first contribution.

And it's brilliant, we already joined your presentation on UG Stuttgart 
where we from T3CSS10 were present.

This feature is amazing. For all who don't got what it's about i 
attached 2 screenshots. First Access list which now list all flexform 
fields as well, what a great addition!

2nd the screenshot of tt_news plugin flexform after using your example 
pageTS, great :)

+1 by testing.

Now reading the code. Congratulation, never saw such clean and straight 
forward code as first contribution. :)

Small comment: The function compareArraysByFirstValue is in my eyes not 
such useful, so i wouldn't put it in t3lib div. If someone thinks he 
really need this too, please raise your hands.

I'm glad that you could manage it to bring this feature as RFC in the 
list, thx!
