[TYPO3-core] RFC #7942: Enable UTF-8 by default

great to see this RFC!

I have 2 questions by reading:
1) connectionIsUtf8 - shouldn't this reside in t3lib_DB ?
2) last chunk 
typo3/sysext/install/Resources/Private/Templates/UpdateWizardParts.html
why this change and what for?
