[TYPO3-core] RFC #16319: Bug: Class member values generated from a timestamp does not contain integers only

Problem:
The scheduler's cron command class generates generates a timestamp parts
array ("values"). Each part (= array value) is supposed to be an
integer. However, this is not the case for anything else than the minute
part.


Solution:
Add missing intval for year part of valid_values.
