[TYPO3-core] RFC #12661: Problem with german "Umlaute" in BE file list, no thumbs generated

Hello,
there was an error in version 2: the LC_CTYPE constant was misspelled 
(LC_TYPE). This is fixed in the attached v3 so here are my
+1 by reading and testing
