[TYPO3-core] RFC #16292: Show FlashMessage when cache of a single page has been cleared

I chose the standard non-disappearing Flash Message as I dislike writing 
such code. It must be part of the FlashMessage constructor to define a 
message as disappearing after X seconds.

So long I would go the static way.
