Yes that could be the problem. The charset of the backend is

<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">

As the default of the backend should be changed to utf-8 maybe this 
would be no bug at all. But what is with installations that upgrade and 
still have other settings than utf-8 ?
