[TYPO3-core] RFC Feature #16284: Optimize stdWrap usage for TypoScript content element LOAD_REGISTER

Problem:
One part of the current TypoScript tuning process is to add missing stdWrap functions to existing content elements and optimize the current usage of stdWrap functions.

Solution:
The attached patch will improve the element LOAD_REGISTER by

optimizing the usage of stdWrap for each register.

It uses the same improved mechanism as the refactored stdWrap function to determine register name and register properties and to avoid double function calls, when there is a register with both, a value and stdWrap properties.
