[TYPO3-core] RFC: #13170: Workspace Owners should be manageable with groups as well

Problem:
The management of workspace-access rights is inconsistent, members and 
reviewers can be assigned via user-groups, owners need to be assigned 
personally.

Solution:
The attached patch changes that towards better consistency and adds the 
required migration script.

Additional information:
This request is made on the behalf of the workspace-team.

The migration-script is added to the existing workspace migration script 
to avoid that there are too many of those scripts in the install tool - 
otherwise we'd end up having 3 workspace migration scripts within 4.5.
