[TYPO3-core] RFC: #16225: Disable draft workspace and migrate it to a real workspace

Hi,
a third version of the patch is attached.

This solves ALL nits Oliver Klee brough up, in addition some changes 
Steffen Kamper requested have been made:

extArr => extensionKeys
dbQueries => databaseQueries
draftWsId => draftWorkspaceId

And some further documentation why includeTCA() and getUserInput() are 
needed.

Since this was supposed to be the first out of a series of 
workspace-related RFCs, I'd prefer not to discuss CGL things and get 
this one going.
