[TYPO3-core] RFC Feature #16227: Optimize stdWrap usage for TypoScript content element HTML

Problem:
One part of the current TypoScript tuning process is to add missing stdWrap functions to existing content elements and optimize the current usage of stdWrap functions.

Solution:
The attached patch will improve the element HTML by

adding stdWrap to the element itself for consistency, so that it will work with stdWrap on the first level as well.

optimizing the usage of stdWrap for the parameter

value

so that stdWrap will only be executed when there is a "dotted" key

value.

available.

stdWrap properties for the parameter value have been kept for backwards compatibility.
