[TYPO3-core] RFC Feature #16207: Changeing of tt_contentConfig

Problem:
I would like to change the colPos list depending on what value the 
current page has in one fields. To be able to do so i need to change a 
value in tt_contentConfig. Thats why a hook is needed in 
getTable_tt_content.

Solution:
The attached patch will add the hook at the beginning of the method 
getTable_tt_content.
