[TYPO3-core] RFC #14526: page tree filterbox styling fixed in new BE layout

Problem:
In IE the active filter button background is repeated due to a span-tag 
instead of a closing a-tag.
Background of filter box does not match the bottom of the filter button 
active background
The text in the filter box is positioned too high
The reset button is incorrectly positioned

Solution:
Fixed PHP code + CSS
