[TYPO3-core] RFC #14512: Remove "bigButtons" by default in Page module

Problem:
Currently the Page module shows several buttons to create and edit content  
elements and pages.
As these buttons aren't available in other places (e.g. List module), this  
is an inconsistency and users should lern to use the green-plus-icons.

This behavior can be reverted by setting
> mod.web_layout.disableBigButtons = 0
which has always been available.

Solution:
Change default value of disableBigButtons (to be more precise: only show  
them, if value is 0)
