[TYPO3-core] RFC: #14258: t3lib_extMgm should provide API to determinde whether ext is installed or not

+1 by reading.

I've attached an updated patch that changes the following things:

- actually provide the boolean variable with a boolean default value
(instead of an integer)
- drop the isset
- improve the variable naming and function documentation
