[TYPO3-core] RFC#14505: BUG: treeView implementation fails in adding title-tags to sprite icons

this is an svn patch request:

Problem:
Our Filetree/PageTree renders title-tags of the icons via regex 
replacing the > of the last tag in the icon... since sprite-usage this 
would be </span>
Therefore the title tag is included wrong... Furthermore if the icon, 
already had a title-tag (really possible) is added.

Solution: Clenaup the title handling
