[TYPO3-core] RFC #14461: TCEforms: Use fieldsets for palettes instead of tables

Hey Joey,

this is my approach to this thing, in terms of the HTML:

label (with req / content changed icons) - field - help icon (both in a 
span)

all wrapped in a nice div container.

Haven't fixed the CSS yet (to make it look like the old one), you're 
happy to do so.
