[TYPO3-core] RFC #14499: saving in t3editor per ajax call not possible (F-Up to #14465)

Problem:
The new sprite API removes the value= attribute of some
<input type=image>s in sysext/tstemplate/ts/index.php.
Due to that a if-statement in php fails and the submitted typoscript 
won't be saved.


Solution:
- re-add the value attributes
- cleanup the code
