[TYPO3-core] RFC: #12591: Make EXT: syntax consistent in core

Hi,

as wished by Benni here is an updated patch with a function that 
resolves strings like Ext:filename:classname
It's used in callUserFunction, getUserObj and (*new*) in makeInstance.

So it'S consistent now, and you may use this syntax with all 3 
functions. Additionally you could use the new function to resolve such 
strings only without any action.
