[TYPO3-core] RFC #14490: New Backend design

Problem:
Old backend looks not nice

Solution:
Implement a *shiny* cool new one

Notes:
* One patch for reading, one as binary patch
* Deleting files  
typo3/sysext/t3skin/stylesheets/visual/module_user_settings.css and  
page_tree.css
   seems not to work. In doubt, delete them manually
* Uses modern techniques like CSS3 gradients, multiple backgrounds,  
data-uris, etc.
   Fallback definitions have to defined during RCs as soon we can  
destinguish between browsers
* Doesn't look nice in IE (but works!). Please test in a modern browser to  
see all goodies,
   which work out of the box (as already mentioned, fallback will come  
later on). Reference: FF3.6
* Things, which have to be fixed, but are *not* blockers for beta3 to [1],  
please
* Credits also go to designer Lars Zimmermann. Thanks for the great
