[TYPO3-core] RFC #14387: Remove the feature "Enable extensions without review (basic security check)" from EM

Hey all,

so, to sum this issue up, what is missing here:

  * NEWS.txt info
  * a patch to introduce the two removed functions and deprecate them 
with an info that this one will be removed in 4.6.

And one more I just noticed:

  * Now, the background in the table rows when listing the extensions 
don't have to be red all the time anymore, please remove this check as well.
