[TYPO3-core] FYI: Fixed bug #14470: htmlArea RTE: hovering custom colours produces shivering effect

FYI: The attached SVN patch was committed.

Problem:
In color selection dialoques, hovering custom colours produces annoying 
shivering effect.

Solution:
Fix the stylesheet so as to stabilize the border width of custom colours 
items.
