[TYPO3-core] RFC #13379: Sprite Icon API

Attached follow up cleans up the introduced stuff.
The original implementation has configuration for the sprite api placed 
in TYPO3_CONF_VARS[BE]. Attached patch moves this to 
TBE_STYLES[spriteIconApi] to have all options in one place.
