[TYPO3-core] RFC #14467: Code cleanup: t3lib_iconWorks::getIconImage is not needed anymore

Problem:t
3lib_iconWorks::getIconImage is not needed anymore since this 
functionality is replaced by t3lib_iconWorks::getSpriteIconForRecord...

Solution:
depreciate it, call depreciation log and return result of new function

Notes:
the core usage of this function is replaced in #14465, after applying, 
only lowelevel module is left using this function. this will be removed 
in part2 of 14465.
