You're right that there's no information in the CGL about the use of the 
colon, or punctuation marks in general, in localized labels.

Actually we already have a process. The CGLs are maintained by me and I 
send RFCs to my fellow core team members. The process is not visible, 
but it exists ;-)

It's true that it should be easier for anyone to make suggestions. Until 
recently this was really not easy. However since the documentation 
repository was restructured [1], the CGL manual has its own issue 
tracker [2], which can be used for this purpose. Of course this should 
be better communicated about. I'll do that on the next release of the 
CGLs (which should have happened already, but I forgot, as I was taken 
up with other stuff).
