[TYPO3-core] RFC: Feature #14383: Integrate hooks to backend.php to perform several customizations

Problem:
When the backend and the accordant backend.php gets executed it might me
helpful to perform some additional specific tasks, but only when the
backend gets loaded.

Solution:
Add the three new hooks for backend.php "constructPostProcess",
"renderPreProcess", "renderPostProcess".

Notes:
Since this is a RFC for a feature after the feature freeze, it's up to
the release manager whether to accept or decline this RFC for four
four... ;)
