[TYPO3-core] RFC #14382: Change doctype of Install Tool to XHTML 1.0 Transitional

Hi,

This is a SVN patch request.

Problem:
The Install Tool currently uses XHTML 1.1 Strict, which e.g. disallows the  
target attribute for <a/> tags.

Solution:
Change it to XHTML 1.0 Transitional

Note:
14382_whitespaces.diff also contains a whitespace cleanup for the changed  
files.
