[TYPO3-core] RFC: #14371: Versioning div lacks a defined width

Hi,

This is a SVN patch request.

Problem:
The div holding the comments of editors lacks a given size. Therefore it
is hard to read the info inside if it is longer. Furthermore the styling
is moved to external file instead of inline style attribute.

Solution:
Add a width and a white-space because otherwise text would just run out
of the div.

How to test:
Switch to Draft mode, edit a page / content and send it to review and
use a longer text. Move the mouse over the entry to get the div shown
up. Apply the patch to be able to read the text without scrolling
