[TYPO3-core] RFC #14343 - Flash message when install tool enable file has been deleted/created

Version 2 with test if action succeeded or not and OK/ERROR flash message.

On Windows you can test failure of delete action by making 
ENABLE_INSTALL_TOOL file read only. On *nix some chown/chmod action will 
suffice.
